2026 Annual Meeting & Election of Directors
The Canyon Lake POA has a five-member Board of Directors who are collectively responsible for managing and operating the Canyon Lake POA’s business affairs. The Board of Directors are elected for staggered terms by Canyon Lake homeowners. The Board works closely with the POA’s Corporate Department to ensure duties and responsibilities are carried out. Annual Elections are held in May each year.
2026 General Election Results
Quorum was met by the alternate Adjourned Meeting of the Members date on Friday, May 29. While the two Board candidates were elected by acclamation, meaning members did not have to vote for them, three measures were still on the ballot. The results of these ballot measures are posted below.

IRS Revenue Rule 70-604
The IRS Revenue Tax Ruling 70-604 allows associations to avoid a tax consequence on any inadvertent excess member income that is applied to the following fiscal year assessment when filing a tax return Federal Form 1120.
This IRS Ballot Measure is considered an annual industry standard to allow for clear tax filing authorization should the Board decide to apply excess income to the following year's assessment.
Results: 1,091 in favor, and 94 against. This measure passed as a majority supported it.
Membership Quorum
This Membership Quorum measure would amend the Canyon Lake POA Bylaws to change the definition of membership quorum for elections. If approved, the change allows the total number of valid votes received by the designated election day to constitute a quorum. Meaning that quorum will always be achieved, regardless of the number of votes received, thus preventing membership meetings from being adjourned for lack of quorum.
The current bylaws require one-third of the voting power to constitute a quorum. Previous elections that did not meet quorum have resulted in adjournments, which cost additional time and resources.
Results: 1,057 in favor, and 169 against. This measure passed as a majority supported it.
Majority of Membership Voting Power for Sale of Common Area
This measure would amend the Canyon Lake POA Bylaws to require a majority of the membership's total voting power for the sale of any common area. If approved, the Canyon Lake POA would need at least 2,401 Lots voting to approve to sell any common area.
Results: 877 in favor, and 326 against. This measure passed as a majority supported it.

Friday, May 15
Unfortunately, quorum was not met today (May 15). 1001 ballots were returned, and 1,200 were needed to meet quorum for the community election. 56 ballots were returned for Tract 3961, and 82 were required to meet quorum.
To meet quorum for the Adjourned Annual Meeting of the Members on Friday, May 29, at 9 a.m. at the Canyon Lake Lodge, we need 1,200 ballots for the community election and 82 ballots for Tract 3961.

Unfortunately, quorum was not met on May 13. 931 ballots were returned, and 1,600 were needed to meet quorum for the community election. 52 ballots were returned for Tract 3961, and 82 were required to meet quorum.
To meet quorum for the Adjourned Annual Meeting of the Members on Friday, May 15, at 9 a.m. at the Canyon Lake Lodge, we need 1,200 ballots for the community election and 82 ballots for Tract 3961.
Members who have not returned a ballot may still do so by:
- Dropping off your ballot at the ballot box at Blue Bird Hall (Community Patrol office) until 7:30 a.m. on Friday, May 15
- Online until 9 a.m. on Friday, May 15,
- Dropping off at the Lodge on Friday, May 15, from 8 a.m. to 9 a.m.
The 2026/30 Canyon Lake POA Board of Directors has been announced with newly elected Director Terry Jarvis and returning Director Bill Van Vleet, both elected by acclamation.

2026 Board Candidates
Two of the five seats on the Canyon Lake POA Board of Directors are open in May 2026. The two-year terms of Bill Van Vleet and Greg Doherty are ending. The governing documents allow Directors to serve a total of eight years. This year, incumbents are eligible to serve, and only two candidates returned their Intent to Run packets for the 2026/30 Board of Directors.

Because there are only two candidates for two open seats, the election will proceed by acclamation. Members will not vote on candidates this year; however, the ballot will still include measures that require member voting.

Tract 3961 CC&R Amendment
This measure would amend Tract 3961 (Fairway Estates) CC&Rs to change the 20-foot minimum parking setback from curb parking restriction for travel trailers, camper units, boat trailers, or other recreational vehicles to a 5-foot minimum parking setback from the curb.
Ways to Vote
Ballots will be emailed or mailed (depending on your current voting type—electronic ballot or paper ballot) on Monday, April 13.
Instructions on submitting your electronic ballot are included in your email from Third Party Voting. Ballots can be returned electronically up until 9 a.m. on Friday, May 15.
A ballot box at Blue Bird Hall will be available for collection of paper ballots. Paper ballots may also be mailed no later than Wednesday, May 6, or delivered to the the ballot box at Blue Bird no later than 7:30 a.m. on Friday, May 15.

The Canyon Lake POA is pleased to announce that Bill Medved, Jeff Bill, and Lainie Cooney have been elected to the 2025–2028 Board of Directors.
Final vote count (in the order candidates appeared on the ballot):
– Bill Medved: 1,030 votes
– Jeff Bill: 982 votes
– Alex Cook: 611 votes

2024 Ballot Measures
Restrict Future Sales of Common Areas
A majority vote to approve this measure would result in the Board being unable to sell common areas without the approval of the Canyon Lake owners. If approved, future common area sales would require a quorum and majority vote in favor at a meeting or election conducted in accordance with California law and Canyon Lake POA governing documents.
Results: 964 in favor, and 105 against. This measure passed as a majority supported it.

Board Terms
Efficient operations are significantly hindered by annual changes in the board. This measure was placed on the ballot as an option to address this issue and add stability in the Canyon Lake POA’s governance. If approved, the amendment would establish 4-year terms with a 2-year waiting period for Board members starting from the 2025 Annual Meeting & Election of Directors. Subsequent elections would then occur every two years, fortifying governance tenure, establishing stability within the Canyon Lake POA organization, lessen the presence of election signs, and reducing costs by 50%. The community would only see and experience election signs and campaigning every other year instead of every year.
Results: 679 in favor, and 399 against. This measure passed as a majority supported it.

The IRS Revenue Tax Ruling 70-604 allows Associations to avoid a tax consequence on any inadvertent excess member income that is applied to the following Fiscal Year (FY) assessment when filing a tax return Federal Form 1120. The proposed IRS Ballot Measure is considered an annual industry standard to allow for clear tax filing authorization, should the Board decide to apply excess income to the following year’s assessment. Though the Association recognizes three options for application of excess income, ((1) refund to the membership, (2) apply to following year’s assessments/operational budget or (3) apply to the reserves) this ballot measure only pertains to the option of applying excess income to the following year’s assessment.
Results: 1,313 in favor and 74 against. The majority were in favor of this measure.
